Shuafat: No closure, but the pandemic rages

After an absence of over a month, we came to check the situation and whether the East Jerusalem neighborhoods behind the Separation Wall are under closure. The media has been extremely critical: the residents are not cooperating, not under supervision, celebrate huge weddings, do not wear face masks, are not being checked for the Covid-19 virus – red Jerusalem neighborhoods, irresponsible.

We discovered that indeed, there is no closure, that indeed the pandemic is on the rise, but there are no checks nor any checking stations, no enforcement, no police presence nor municipal services – but there is definitely house demolition. So why are only the residents thrown beyond the Separation Wall the guilty party here?

Shuafat refugee camp: we first entered the camp through the very long pedestrian track. To both our sides, lots of garbage and parked transport buses – this is the car-park where branches of the postal services, Ministry of the Interior, police station etc. were promised to be situated. The road leading out of the camp is filled to bursting. The schoolchildren transports are not functioning. We spoke with two high school girls and an elderly woman who were waiting for a bus to Jerusalem. In the Beit Hanina high school which the girls attend there are partial studies, preparing them for the matriculation edams. The girls wear Hijabs and face masks. They claim there are no Covid-10 cases in their families. We asked whether they attend weddings, they answered in the affirmative. The elderly woman said the usually does not go out, certainly not to crowded occasions. But she is definitely aware of the fact that the camp is not in great shape as far as the pandemic is concerned – and is getting even worse in Anata which is under civil Palestinian control, lying east of the Shuafat camp without any kind of separation. We went to see what was happening in the boys’ school, operating in an old market structure near the checkpoint – only classes for the special education kids are held. Without masks.

We could hardly make it out of the pedestrian checkpoint which was nearly all dark except for the illuminated soldiers’ post behind the armored glass panel. The lamps are out, electricity gone. Repairmen will come today. Luckily there are hardly any pedestrians crossing.

We spoke with the checkpoint commander about the power failure and about the Corona virus procedures. There are no closure or Corona procedures, only sometimes in the afternoon an ambulance parks in the car-park and carries out Corona checks. The instruction is to get to Sheikh Jarrah to get checked. He says that every hour, approximately, a Red Crescent ambulance exits the camp with a Corona patient, headed for Jerusalem. He promises that electrical power will be restored shortly.

שועאפט: אין סגר אבל מצב התחלואה בכי רע

אחרי היעדרות של יותר מחודש, הגענו לבדוק מה המצב והאם מוטל סגר על שכונות עוטף ירושלים שמאחורי חומת ההפרדה. הדיווחים בתקשורת היו ביקורתיים מאוד: התושבים לא משתפים פעולה, לא פועלים בפיקוח, מקיימים חתונות גדולות, לא עוטים מסכות, לא נבדקים לקורונה – שכונות ירושלמיות אדומות, אדומות, וחסרות אחריות.

 גילינו שאין סגר, אכן מצב התחלואה גרוע, אבל אין בדיקות ואין תחנות לבדיקת קורונה, אין אכיפה, אין נוכחות משטרה ושירותים עירוניים – הריסת בתים יש ויש.  אז למה אשמים רק התושבים שנזרקו מעבר לחומת ההפרדה והוזנחו מאז?   

מחנה שועאפט:  בתחילה נכנסנו ברגל לתוך המחנה בשביל להולכי רגל הארוך מאוד. מימיננו ומשמאלנו אשפה ואוטובוסי הסעה חונים – זה המגרש שהובטח להקים בו סניפים של דואר, משרד הפנים, תחנת משטרה, וכו'. הכביש היוצא מהמחנה פקוק מאוד. הסעות התלמידים מושבתות. שוחחנו עם שתי תלמידות תיכון ואישה מבוגרת בפנסיה שהמתינו לאוטובוס לירושלים. בתיכון בבית חנינא שבו הנערות לומדות יש לימודים חלקיים בהכנה לבגרויות. הנערות עטויות חיג'אב ומסכות. הן טוענות שאין קורונה במשפחותיהן. שאלנו אם הן הולכות לחתונות והן השיבו שכן. האישה המבוגרת אמרה שבדרך כלל אינה יוצאת מביתה, בוודאי לא להתקהלויות. אבל היא בהחלט יודעת שמצב הקורונה לא טוב במחנה – והולך ונעשה חמור יותר בענאתה שבשליטה אזרחית פלסטינית, המשתפלת בהמשך למחנה ממזרח ללא כל הפרדה. ניגשנו לראות מה קורה בבית הספר היסודי לבנים הפועל במבנה שוק ישן ליד המחסום – יש לימודים רק לחינוך המיוחד. אין מסכות.

יצאנו בקושי דרך המחסום להולכי הרגל, שהיה שרוי בעלטה מוחלטת, חוץ מהתאורה בעמדת החיילים, המופרדת בזכוכית משורינת. הנורות נשרפו, החשמל הלך. יבואו היום לתקן. מזל שאין כמעט עוברים במחסום הרגלי.
